Ukrainian sanctions
In October 2022, Ukraine's National Security and Defense Council imposed personal sanctions on me for a period of ten years. These sanctions, enacted by Presidential Decree No. 727/2022, were based on the erroneous conclusion that I materially supported actions undermining the territorial integrity of Ukraine.
No specific arguments or sources of information were provided in support of these conclusions. Rather, it was asserted that I:
- remain President of the Moscow School of Management SKOLKOVO, described as “Kremlin-sponsored”
- operate in economic sectors that provide a significant source of revenue for the Government of the Russian Federation
Both these claims were erroneous when the sanctions were imposed and remain so today.
The Moscow School of Management SKOLKOVO is a private business school established as a charitable educational project, not a state institution or a vehicle financed by the Russian state. In its early years, I was invited to serve as President based on my experience in crisis management and business development. After 2015, I was no longer involved in the school's operations, remaining only in an honorary capacity as a member of the Coordinating Council. In March 2022, I resigned from all governing bodies at the school.
Furthermore, it should be clarified that the Moscow School of Management SKOLKOVO has no connection whatsoever to the Skolkovo Innovation Center or the Skolkovo Foundation and shares only a similar name due to their common location in the Skolkovo area of the Moscow region. The Skolkovo Innovation Center and Skolkovo Foundation are projects supported by former Russian President and current Deputy Chairman of the Russian Federation Security Council Dmitry Medvedev. The Moscow School of Management SKOLKOVO, by contrast, has never had any institutional, financial, or operational ties to these state-supported entities, nor is it affiliated with the Kremlin in any capacity.
Regarding the claim that I operate in economic sectors providing revenue to the Russian government: this assertion has no factual basis.
In 2015, my family and I left Russia and have been living in Switzerland ever since. I completely ceased all business and economic activity in Russia at that time. All of my principal investments and sources of income are now linked to the European Union and the United States. My only remaining activity in Russia after 2015 was charitable work, which also ended in March 2022 when I terminated all remaining ties with Russia. For more than ten years, my professional activities and business relationships have had no connection to Russia or to Russian counterparties. Having fully exited from all Russian assets, I have no business activities in any sector of the Russian economy.
In light of the facts set forth above, the grounds cited for imposing these sanctions—whether considered individually or collectively—are erroneous and unfounded and cannot justify either their imposition in 2022 or their continuation today. The Ukrainian legal system does not permit effective establishment of the truth in sanctions cases. Procedures are opaque and politically motivated. Courts do not issue final decisions in sanctions cases, thereby precluding any genuine judicial protection.
